Lapu-Lapu City Mayor Junard “Ahong” Chan is amenable to extending the duration of enhanced community quarantine (ECQ) though he wants all preparations be made to this effect. “Para nako before gradual lifting (of ECQ) kinahanglan ma check kadtong mga frontliner, before ta mo-declare og lifting ECQ,” said Mayor Ahong, as he announced the 200 testing kits from Department of Health (DOH) has arrived last Monday and will be used for this.

The city is almost done testing persons under investigation (PUI) as they are now in the process of testing persons under monitoring. This includes frontliners and those under quarantine. The mayor also announced the increasing number of “beneficiaries” of government cash assistance through the social welfare office and rice distributions. When the City implemented ECQ last March 29, all public transport was temporarily suspended. Mayor Ahong immediately fielded 33 modern jeeps/mini buses to seven clustered barangays to bring residents to nearby markets and supermarkets.

When he noticed the crowding housewives in markets, without social distancing, the mayor“organized rolling stores” last Monday, to serve as a market-in-every-barangay. “Everyday nagsigi ta og improve pagface sa atong problema,” Mayor Ahong said in aninterview last Monday.

Mayor Ahong also noted the increasing number of beneficiaries of one sack per household. The city is now on its 2nd to 3rd wave of 5-kilo rice pack distribution per household. Due to unavailability of huge rice stock, as LGUs are buying rice for their constituents, mayor decided to buy in whatever available stock and spread it evenly to City’s 30 barangays by a few kilos in waves of distribution.

He said their 100,000 household target increased to more than 140,000 households.to include renters and boarders. These are workers who got displaced when their company shut down at the start of ECQ. The city is now focusing on listing qualified beneficiaries for the social amelioration program (SAP) of the national government, facilitated by the City through its social welfare and development office. SAP targets low income households and informal economic workers said Abeth Cuizon, City social welfare and development (CSWD) head. Displaced workers are the target beneficiaries of the Department of Labor and Employment (Dole)’s cash-for-work program.

Cuizon stressed that those who alredy filled up the Social Amelioration Card (SAC) are not automatic beneficiaries. SAC will be submitted to DSWD for evaluation and approval. SAP funds for qualified beneficiaries will be downloaded from DSWD to the LGU. PIO
